Voyeurs Beware

Did you ever have the feeling that someone was watching you? Or you actually caught someone staring? When I lived in a dorm on campus, you could see into the dorm across the way. I always tried to get people to wave to me. I still do that whenever I walk around outside. Why do they let me out?
